2025 Fantasy Outlook
Samuel was the most expensive gadget player in the league last season, often playing fewer than 20 snaps despite signing a three-year, $24 million contract with Buffalo in the offseason. Most of his 46 targets came near the line of scrimmage, with Samuel's aDOT dropping to 4.6 after sitting at 6.6 and 6.7 in his final two years with the Commanders. The re-emergence of a turf toe issue that bothered Samuel earlier in his career may have been a factor in the lack of playing time, but it's nonetheless unclear where he stands heading into 2025. He has a full guarantee for his $6.91 million salary this season, yet it won't be surprising if he merely serves as the No. 4 receiver in Buffalo again. Khalil Shakir is locked in as the slot man, which is the role that seemingly would best suit Samuel. Read Past Outlooks

Set to be let go by Bills
The Bills are in line to release Samuel, Adam Schefter of ESPN reports.
ANALYSIS
Samuel was limited to seven catches in six 2025 regular-season games during his second campaign with the Bills. Now that Buffalo is moving on from Samuel -- who topped the 60-catch mark as recently as 2023 with the Commanders -- the 29-year-old will look to catch on elsewhere as a depth WR/return option.

Samuel joined the Bills’ high-powered offense as a free agent after three years in Washington. With both Samuel and Khalil Shakir having mostly played the slot, it’s unclear which receiver will spend more time there this season. Samuel might fit best in the slot, but it'll be hard to maintain fantasy value if he's not on the field in two-wide formations, as the Bills figure to use a lot of multi-TE packages with Dalton Kincaid and Dawson Knox. Meanwhile, rookie second-round pick Keon Coleman figures to get a lot of the perimeter WR snaps and could end up being the top deep threat for QB Josh Allen. Other than an injury-marred 2021 season, Samuel has topped 600 receiving yards every year since 2019 and scored 5-7 TDs in each season since 2018. He's never been more than a WR3 type for fantasy, and even that's been more miss than hit since he moved from Carolina to Washington after the 2020 campaign.

Latest Fantasy Rumors
Cut candidate for Bills
Samuel is likely to be cut by the Bills in the offseason to clear cap space, per The Athletic NFL Staff.
ANALYSIS
Samuel has underperformed since signing a three-year, $24 million contract with the Bills in March of 2024, as he posted only 253 receiving yards in the 2024 regular season and 81 yards across six appearances in an injury-riddled 2025 regular season. Cutting Samuel would clear more than $6 million of cap space for the Bills, who could try to use that money to upgrade their wide receiver room.
